UK and France Will Dispatch Military Personnel to Ukraine should a Peace Deal is Finalized

The British and French governments have signed a declaration of intent concerning the deployment of armed personnel in the nation if a ceasefire be made with Russia, the British leader, Keir Starmer, has stated.

Subsequent to negotiations with Ukraine's allies in the French capital, he said that the allies would "establish operational bases across Ukraine and construct secure installations for arms and defense matériel" to prevent any future incursion.

The coalition members also proposed that the United States would play the primary role in monitoring a halt in hostilities.

Moscow has repeatedly cautioned that any external forces in Ukraine would be considered a "legitimate target", but has so far not issued a statement on this new announcement.

The Situation and Continuing Conflict

Moscow's leader Vladimir Putin initiated a major offensive of Ukraine in February 2022, and Moscow presently occupies about 20% of Ukraine's sovereign soil.

"This is a vital part of our vow to support Ukraine for the foreseeable future," commented the British leader.

Heads of state and high-ranking officials from the "Coalition of the Willing" were involved in Tuesday's talks.

Security Guarantees and Negotiation Stances

Lead Washington representative Steve Witkoff stated that "durable safety pledges and strong prosperity commitments are essential to a lasting peace" in Ukraine – alluding to a major requirement made by the Ukrainian government.

He said the partner nations had "substantially agreed on" their work on agreeing such guarantees "in order that the people of Ukraine know that when this hostilities ends, it ends forever."

The former US envoy, ex-President Donald Trump's representative, also was involved in the discussions.

Meanwhile, French President Emmanuel Macron declared that Ukraine's allies had made "considerable advances" at the talks.

He added that "robust" security guarantees for Kyiv had been settled upon in the case of a prospective truce.

President Volodymyr Zelensky stated that a "significant advance" had been made in Paris, but added that he would only consider efforts to be "adequate" if they led to the conclusion of the fighting.

Last week, the Ukrainian leader suggested a settlement was "mostly finalized". Settling the outstanding 10% would "shape the future of the agreement, the fate of Ukraine and Europe".

Outstanding Matters

  • Territory and security guarantees have been at the forefront of unresolved issues for negotiators.
  • The Russian President has often said that Ukrainian troops must pull back from the entirety of Ukraine's eastern Donbas or Russia will occupy it, refusing any concession over how to conclude the war.
  • Zelensky has to date excluded ceding any land, but has floated the idea that Ukraine could withdraw its troops to an designated point – but only if Russia reciprocates.

Russia currently controls about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The areas form the area of Donbas.
